For the demostration of this bug, upload a large video file (I used a 800MB file). Alternately, you can use the file at https://bugzilla.mozilla.org/attachment.cgi?id=9402645
Wait for the transcoding to start. Wait for maybe 3-4s
Refresh the page using the "reload" button in the toolbar
AR: The GPU usage becomes 100%. If you dig deeper, the "Video Codec 0" metric is at 100%. (The usual things like "3d" or "copy" are at baseline level of activity)
