1925594 - Create Elasticsearch 8 cluster in stage

Per OBS-307, we will deploy the Elasticsearch 8 cluster using Elastic Cloud.

There is some prior art from a couple of other teams using Elastic Cloud to host their Elasticsearch cluster(s) using the elastic-ec Terraform provider. In particular, we want to use the ec_deployment Terraform module.

In addition to setting up this new deployment, we need to add a DNS record to differentiate the old (i.e. v1.4) Elasticsearch cluster from the new (i.e. v8) Elasticsearch cluster.

There may be some cluster or deploy config that is required or recommended coming from the RRA resolved in OBS-307, so I have requested access to that document.
