Removing backlog status enables the tests to run as frequent as other tests (i.e. tier 1 instead of tier 2) The tests have been renamed and thus the status now doesn't matter.

It was marking offscreen canvas tests as tier 2, but then the tests have been renamed by https://github.com/web-platform-tests/wpt/commit/2dc9c28d4534f05c7d80633e7d065cf824d42272#diff-9e03d75ee2c754646e05af72067bb5d8461388fe399dbd2ba801ac27322f2eb2, and thus this meta file is now completely redundant.
