Steps to reproduce:

1. Navigate to: https://abc7ny.com/post/nyc-congestion-pricing-judge-denies-gov-kathy-hochuls-motion-dismiss-2-lawsuits-seeking-reinstatement-plan/15364467/
2. Attempt to play the video and observe

Expected Behavior:
The video plays

Actual Behavior:
An error message is displayed

Notes:

• Reproduces in ETP Strict Mode only
• Reproduces in Firefox Nightly, and Firefox Release
• Does not reproduce in Chrome

uplynk.com and its forms are on Disconnect's list of trackers we use for ETP strict, so they are blocked.

This is expected behavior, leaving open due to high severity.

"ETP set to STRICT" doesn't block content trackers, therefore removing tp-breakage-content from blocking tp-breakage is the correct meta bug.
