Steps to reproduce

  1. Create a tab group via drag and drop (or context menu)
  2. Add several new tabs to the right of it outside the group
  3. Click and hold on tab group label and drag it to the other side of the new tabs

Expected
Tab group is dragged to another position on the tab strip (move to right side of new tabs)

Actual
Drags the entire window. Can't drag tab group label to another position
