We should create a new content blocking flag (https://searchfox.org/mozilla-central/source/__GENERATED__/dist/include/nsIWebProgressListener.h#39) for smartblock embeds so that the protections panel UI doesn't show for a shim unrelated to smartblock (that is shimming a smartblock compatible site)
