Steps to reproduce

1. Browse to any URL, for example, Wikipedia.
2. Explore the page with Touch exploration. Notice how it works as expected.
3. Zoom the page and try touch exploration again. Notice that TalkBack can't focus elements while zoomed in.
4. Use navigation gestures to explore the page while still zoomed in. Notice how navigating with gestures is possible.

Expected behavior

Touch exploration should work always.

Actual behavior

Touch exploration doesn't work.

Note

The offsets just seem to be off, if you pinch back to unzoomed page explore by touch works again.

Maybe, does this issue happen only when scrolled within the APZ region or when APZ'd at all?

Yup definitely a dup. I would promote that one to S2 because it has a big effect on Android

It should, yes. we first thought that it would need to be solved on a per platform basis, but the patch there indeed fixes this. I'll re-mark this as a dup.
