The preview text that shows on the Android tools menu needs to be updated now that we have elevated the Report Site feature in the hierarchy.
There should currently be 2 versions of the preview string, depending on whether or not the device has Translation available. This update will apply to BOTH versions.

Current state:
Complete preview string (will be truncated based on screen size) [translation supported]:
Reader View, Translate, Print, Share, Open app

[translation not supported]:
Reader View, Print, Share, Open app

Desired state:
Complete preview string (will be truncated based on screen size) [translation supported]:
Reader View, Translate, Report, Print, Share, Open app

[translation not supported]:
Reader View, Report, Print, Share, Open app

Update: Please make sure that the island groupings for the Tools submenu are as follows:

Translation is available (this is correct today):

ISLAND 1
- Turn on Reader View
- Translate page...
- Report broken site...

ISLAND 2:
- Print...
- Share...
- Open in app

Translation is not available (this needs to be updated to match what is below):

ISLAND 1
- Turn on Reader View

Looks good to me, thank you. Thank you so much for your quick work here!
I did see on Slack that "Report Site Issue" should remain behind its flag in Nightly only. This shouldn't change the layout that we have here (Report Site Issue would just be removed when it doesn't apply), but we need to make sure it is removed from the preview text as well when it doesn't apply.

Moving to our menu follow-up meta bug because Gabriel and Emily say this work doesn't need to block releasing the new menu.
