TODO, get firm steps to reproduce.
User report: "In the course of messing around, I am finding myself frequently in a profile that no longer has profiles enabled in about:config. When I go turn it on again, I see Profiles in the hamburger menu but nothing happens when I click New Profile or Manage Profiles. This didn’t happen initially. I can resolve it by closing and reopening Firefox."
