I can't get it to fail locally, but this doesn't introduce any new UI, and it's using an existing test helper.
The test only checks that the mousedown event does not trigger a scroll, the element doesn't need to be keyboard accessible, as the keyboard navigation is handle via a different path.
I'll disable the accessible check

The test was failing accessibility check because we're clicking
on the tag line. Since we're handling element selection just fine
with the keyboard, we don't need to have the line being a proper
target, so we can disable the check.
