Steps to reproduce [can add screenshots or video recordings for reference]:

1. Create a tab group with 1 or more tabs in it
2. Collapse the tab group
3. Go to Firefox View -> Open tabs

Expected behavior [What should have happened?]:
Firefox View shows all tabs in the window (including tabs in the collapsed tab group)

Actual behavior [What actually happened?]:
Tabs in the collapsed tab group don't show up in Firefox View -> Open tabs
