This bug is for adding a bugbot rule to comment on perf-alert bugs that have had no activity in 7 days (1 week). The bugbot should leave a comment, and needinfo the regression author.

I've also made, and landed a PR to update the comment formatting, and send emails to a google group for monitoring purposes.
This task can be considered as done now.
