Steps to reproduce
- Activate Private Mode (about:preferences#privacy -> History section -> select "Never remember history").
- Go to about:config and check the pref privacy.bounceTrackingProtection.mode.
Expected result
- privacy.bounceTrackingProtection.mode is 1.
Actual result
- privacy.bounceTrackingProtection.mode is 3.
Regression range
- Not a regression.
Additional notes
- If before Private Mode is activated the profile is set to STRICT the issue is not reproducing.

The current target is for ETP "strict" only. That means only if the user explicitly switches to "strict" via preferences the feature will be enabled. "never remember history" or "always use PBM" mode does not change the ETP settings / category so I would say this behavior is expected.
