Steps to reproduce

  1. Reach about:preferences#experimental page.
  2. Enable the Sidebar and Vertical Tabs.
  3. Open the Customize page and add the Sidebar button to the Overflow menu.
  4. Save your changes and restart the browser.

Expected result

  • The Sidebar button should be displayed inside the Overflow menu

Actual result

  • The Sidebar button is re-added to the Toolbar.
    The Second time we move the Sidebar button to the overflow menu it will always remain there after restart.
