Steps to reproduce
- Reach about:preferences#experimental page.
- Enable the Sidebar and Vertical Tabs.
- Open the Customize page and add the Sidebar button to the Overflow menu.
- Save your changes and restart the browser.
Expected result
- The Sidebar button should be displayed inside the Overflow menu
Actual result
- The Sidebar button is re-added to the Toolbar.
The Second time we move the Sidebar button to the overflow menu it will always remain there after restart.
