Right now the menubar tests only exercise the empty state, as I ran into problems importing the mock database setup (the head.js files in browser/components/profiles/tests/unit and browser/components/profiles/tests/browser).
The existing test also has a hard-coded setTimeout instead of waiting for a specific DOM mutation or element visibility change--would be good to fix that when we improve the tests.
