Steps to reproduce:
hardware acceleration ON
Youtube or Twitch fullscreen on my second screen
Actual results:
The video stutter like it play at 12fps
i can see video glitch like square desync
if not in fullscreen no issue
if hardware acceleration OFF no issue
if fullscreen on my main screen no issue

Expected results:
The video should not stutter / freeze in fullscreen on my second monitor
both are 165hz
