When an item that is downloading is highlighted and it finishes downloading the
"Show in Explorer" should be enabled.

Reproducible: Always

Steps to Reproduce:
1. Start downloading a file
2. click on the file in the Download Manager
3. wait for the file to finish (Progress == Finished)


Actual Results:  
The "Show in Explorer" button is disabled.

Expected Results:  
The "Show in Explorer" button should be enabled.

Workaround:
- click on another item
- click back on the item

Note that this is a regression: it was previously changing the "Show in
Explorer" button to enabled.

I am running 1.3b on Windows 2000.
