1930185 - Remove color transition on buttons

There's a few places where we transition the color/background color on buttons hover/focus
The main Firefox UI don't have such transition, and they're not looking good in High Contrast Mode, so we should remove them

Firefox UI don't have such transition, and they need to not be applied
in High Contrast Mode/reduced motion, so we can remove them all together.
