I tested with the STR and while on the Homepage and in Landscape mode but it did not reproduce (I only tried once though). Is this intermittent?

Same - i retested this on Samsung S24, android 14, and was able to open the 3 dot menu as normal at the end of the flow.

I constantly reproduce this issue when performing the steps from description in Landscape mode. Maybe worth mentioning that the "Reconnect to Sync page" from where the account is removed should be accessed by tapping on the "Sign back in to sync - Syncing paused" from main menu and not by accessing Settings -> reconnect to resume syncing.
