There should be a way to prevent users from turning off updates to addons installed via policy.

Right now we have "disable_updates"
In hindsight, I should have done something generic.
I'm considering:
updates
with values of:
disabled
force_disabled
enabled
force_enabled
the force values would lock it in the addons manager.
