I approved the patches but note that some apps/CTS tests might still need https://github.com/gfx-rs/wgpu/issues/2471 (which is WIP).

More follow-up will be needed to handle some TIMEOUTs in WebGPU CTS in tier 2 after this change, but I'd rather get this in now than wait. We have broken pages we'd like to re-triage after landing this (see webgpu-apps-mvp).
