Bug 1929622 showed that certain headers may be missing in the Microsoft Entra SSO cookie. When this happens, SSO simply does not occur (Bug 1929622 addressed the crash). I think there should be a mechanism to let the user know about this issue.

According to Microsoft, if the user is blocked, clients should be able to see a message asking them to go and register their device.
