Steps to reproduce:
Load firefox and access a URL. This reproduces the problem every time.
This happens when Firefox is in troubleshooting mode also.
Actual results:
- Pings go from >60ms to < 3,500ms and then times out.
- All internet traffic slows then stops.
- Other applications that use the internet are unusable.
Expected results:
Loading Firefox should have negligible effects on latency and internet access.

Reloaded cisco.com Latency increases until pings time out and internet traffic stops.

Started firefox and went to cisco.com. Latency increases until pings time out and internet traffic stops.
This issue isn't with just cisco.com. It's with just about any URL I try to access. Sometimes I can use Firefox for 20-30 minutes before the latency problem occurs. Other times it's right away.

Well darn. Just like taking a car with obvious engine trouble to a mechanic for repairs - and the symptoms can not be duplicated - the same with this issue. Since filing this bug report, I can not reproduce the problem.
I have done as Negritas Sergiu suggested and started Firefox with a new profile and the problem does not occur. Even using my main profile for the last three days the problem of high latency and loss of internet activity does has not reoccurred.
Therefore, I am resolving this as Invalid.
