New Android menu makes frequent actions hard to reach

Steps to reproduce:
- Update to latest nightly and get the new menu design
- Do a manual sync or check recent history (or search history)
Actual results:
With the new menu, those functionalities needs one more scroll to reach.
I often do a manual sync just after a device switch, to get my sent tabs or history over quickly.
I also often open the history view to reopen closed pages or search history (because urlbar search is next to nothing; bug 1812108).
On the other side, I do not open new (private or not) tabs via this menu: there is an obvious plus button just below the urlbar; there is also a plus button at the corner of the tabs list.
Expected results:
Get those frequently used items easier to reach, not harder. There was much more items ready in the old menu.
Also, subtitles on these items don't seem to be a good addition since menus are meant to be read and found quickly; explanations are only distractions once the user gets familiar with them.

Thanks for filing this! I've moved it to a different component for some better visibility
The menu comes again and this time I didn't find a way to disable it. I want the first row to move to the bottom, i.e. back, forward, share and refresh. I use them frequently. The settings row could be placed higher as it's not expected to be used frequently.
