Steps to reproduce
- Ensure a screen reader is running
- On a bookmarked page, open a Menu > Bookmarks > Edit
- Navigate to and activate a folder selection
- Verify the screen is titled "Select folder"
- Navigate to and activate any empty folder
- Using a logical navigation gestures (swiping left-to-right with one finger), review the content of an empty folder view with a TalkBack and observe the TalkBack's announcement after the "X" Close button
Expected behavior
TalkBack would focus and announce the next visible content: "No bookmarks here" (a static text)
Actual behavior
TalkBack focuses and announces an empty list that is also not labeled: "List" (then proceeding to offer a user to manually add a label, which is a TB-provided workaround). Users won't know if there is something important is provided in the list that is focused, this would be confusing for screen reader users.

This view is fixed with the new compose UI. Can you re-test in Nightly or Beta?
