Add a new “report_broken_site” key to the “browser_menu_action” event and report the telemetry inside of MenuTelemetryMiddleware when the MenuAction.Navigate.WebCompatReporter Action is dispatched.

Looking at the telemetry added for the desktop reporter [searchfox] and as discussed on slack, we would like telemetry for opening the reporter, selecting a reason on the reason dropdown, clicking send, and clicking on the send more info button
