1932498 - SHIP: Go Back on Secure site not available error page does not work as expected

Description

Testing on a recent debug (134) (11/20) with Fission enabled (via env var) [1/1].

1. Enable HTTPS-Only in all tabs through Fenix settings
2. Visit https://example.com
3. In the same tab visit https://http.badssl.com (ensure you see the Secure site not available error page)
4. Tap the Go Back (Recommended) button

Expected Results: Return to https://example.com

Actual Result: The image above Secure site not available is the target of the Go Back, and it errs to a white background.

Simpler STR, don't even need to enable HTTPS-Only

1. Visit example.com
2. In the same tab, visit about:certerror
3. Tap the Go Back arrow

This looks like a S3, [:aaronmt] [:kaya] if you think it should be otherwise, feel free to update. Should this be in GeckoView general?
