This patch introduces 480p H264 encoding tests that can run in Chrome,
enabling performance comparisons with Firefox. Currently, Chrome refuses
to encode larger video sizes (720p or 1080p) using the H264 codec,
whereas it can handle VP8, VP9, and AV1 at higher resolutions. By using
480p, we ensure that performance data for H264 is comparable across
browsers.
Additionally, this patch relaxes the length limit for subtest names,
allowing explicit inclusion of the codec name and format. This also
leaves room for future differentiation between video encoding, video
decoding, audio decoding, and audio encoding subtests. Note that the
"wc" prefix stands for "WebCodecs", while "ve" stands for
"VideoEncoder".
