1932687 - Smartblock embed toggles syncs across ETP Strict and PBM

If you have a PBM window and a regular ETP Strict window open on the same site, the smartblock toggle state will sync between the two. i.e. If Instagram is allowed on example.com in a regular ETP Strict window, PBM will also allow Instagram on example.com

Instead, these states should be independent of each other

Hello! I can confirm that the issue is fixed with firefox 136.0a1(2025-02-03) on Ubuntu 22.04, MacOS 15.2 and Windows 10.

I will mark this issue as VERIFIED->FIXED and update the corresponding flags accordingly.
