Bug 1927774 provides access to closed tab groups in open windows. There still needs to be a way to access closed tab groups from closed windows in scenarios where the code explicitly opts in to the closedTabsFromClosedWindows option or when the browser.sessionstore.closedTabsFromClosedWindows pref is enabled (true by default)
