Hey Dan,
This is actually the intented behavior of the current feature, where, in the case of a PWA (progressive web app), it will be opened as a kind of standalone app.

What I understand from your bug report is that you would like to have two clear options in the case of PWA:

  • "Install as an app" (which would keep the current behavior)
  • Add a shortcut to this site on Home screen

Is it correct?

Exactly!!!

Well???

Not really, as that bug was filed as an enhancement, not bug, right

Also see https://bugzilla.mozilla.org/show_bug.cgi?id=1878020 for reverting to using "Install" instead of "Add to Homescreen" for PWAs.

Not really, as that bug was filed as an enhancement, not bug, right

As Titoaun pointed out, the current behaviour is intentional (installing PWAs in standalone mode when specified by the developer), but the current wording is quite unclear and the option to add a shortcut does not exist for PWAs, which is what the above bugs are about.
