When a user saves a tab group, it disappears from the tab strip but remains in session state. When a user goes to restore/retrieve a saved tab group, they would be able to get back into their workflow more quickly if the tab group restored to the same position in the tab strip (where possible) and automatically selected the tab that the user last had selected in the saved tab group when it closed (if applicable).

We've decided to always select the first tab when restoring a group.
