The youtube-playback power usage tests can't run on custom-car android because they are missing something in their build stages that would enable running MP4s. This bug is for fixing this issue.

is there an try link/error log output that can be pasted here/the jira?

somewhat related, i wonder if it would work on the chromium android snapshots https://download-chromium.appspot.com/?platform=Android_Arm64&type=snapshots

(but whether that gives accurate performance is another story...)
