I don't think this is a session restore issue, at least I've never known this to be stored by session restore.
Tom, Mike - it looks like you both were involved in either a review/patch for this bit of code pertaining to fingerprinting. Can you help us out with what the expected behavior is with this pref off (and if anything is broken, where this bug should go)?

I'm confused... I thought the point of the browser.zoom.siteSpecific pref was whether or not we remember site-specific zoom levels. So if it's set to false than the expected behavior is that these zoom levels would not be persisted. Maybe Mike understands it better...?
If that's true, then there's no way to have a persistent per-tab zoom level?
If I remember correctly, Firefox doesn't support tabs.setZoomSettings(activeInfo.tabId, {scope: "per-tab"}) either.
In a perfect world, you would be able to use something like Shift-scroll or Ctrl+Shift-scroll to zoom the current tab only, and this would be persisted.

Isn't this the behavior when the pref is set to true?

No, that is per-site, not per-tab. Modifier keys don't change anything (on Windows at least).

OH, per-TAB not per-site - I understand now, sorry it took so much back and forth. Hopefully Mike can confirm, but no I do not believe there is a way to have different zoom levels for different tabs.
