A Google search for "mach build toolkit" is returning results from bugzilla-dev again; its robots.txt file should exclude everything instead of matching production's.

This was due to changes in bug 1839929 where the condition on bugzilla.mozilla.org was removed. Most likely so as to test out on bugzilla-dev before pushing to production. I will put back the condition.
