If a opt-in rollout changes bucketing, we should be re-evaluating the bucketing.

When we update recipes, we were not re-evaluating the bucketing for
opt-in rollouts, which means we did not automatically unenroll (if the
bucketing decreased) or re-enroll (if the bucketing increased).
