Steps to reproduce:
Pressed CTRL+J to open "Downloads" window.
Actual results:
Downloads dialogue opens with "Library" as the title.
Expected results:
Expected Downloads dialogue to appear with "Downloads" as the window name, as per the name in the menu, however, the window is labelled "Library" which is wholly confusing. When providing support to a remote individual, the individual was unable to confirm they had the "Downloads" dialogue open as it's not named correctly! This seems like a fundamental oversight in user-interface design.

The Bugbug bot thinks this bug should belong to the 'Firefox::Downloads Panel' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.

The user actually reported to me that they could see "history" in the top left hand corner. Not "Downloads", not "Library" (not that "library" would make any sense to me trying to support them over the telephone!).
It is a perfect example of information overload. There is not enough consideration given for the visually impaired or the elderly. The interface is too busy, too complicated.
How does Library even relate to the concept of History or Downloads? Sounds more like Bookmark terminology to me.

I agree this is confusing, and one day the Library window should go away. It's named like that because it's coalescing history, bookmarks, tags. downloads... So it's a collection.
We could short term change the window title to reflect contents... but that's not great long term.
We are looking at the broader picture for the future and see how we can better integrate History, Bookmarks and Downloads in the UI, without the need for a separate Library.
For now I'm duping to Bug 697359, that's not necessarily what will happen, as the final shape depends on design iterations.
