Increasingly, even open source software becomes subject to compliance issues
that normally have hard calendar deadlines.
Therefore, it appears to be desirable to be able to enter a date upon such that
e.g.
- 1 month prior to the date, a reminder will be emailed to the relevant parties
if the bug hasn't been assigned yet
- 14 days prior to the date, a reminder will be sent if it hasn't been resolved yet
- 7 days prior a reminder will be sent if it hasn't been verified yet and a
warning will be sent to the bugzilla administrator or some other escalatee.
Other uses as discussed in http://nagoya.apache.org/bugzilla/show_bug.cgi?id=15622.

I think bug 103636 is a better fit for this situation, but yeah, it's a dupe
regardless. With either of those in, it should be easy to set up a script
similar to whineatnews.pl that'd whine if the date was approaching.
