Preconditions

• Strict setting is applied in "about:preferences"
• extensions.webcompat.smartblockEmbeds.enabled pref is set to true in "about:config"

Steps to reproduce

1. Navigate to https://ruby-shimmering-hair.glitch.me/
2. Restart the browser via CTRL/CMD + Shift + Alt + R

Expected result

• The smart toggles are present in the ETP panel.
• Placeholders for Instagram and TikTok are correctly displayed on the test page.

Actual result

• The smart toggles are in the ETP panel are missing.
• The placeholders for Instagram and TikTok are incorrectly displayed.

Regression range

• Not a regression.
