scroll bars in Print Preview do not appear correctly


Reproducible: Always

Steps to Reproduce:
1.  Select Print Preview
2.  Notice that the scroll bars don't appear correctly

Actual Results:  
Where the scroll bars should be, it is just black.

If you mouse over the point where the scroll bar handle should
be, something changes color and you can use it.


Expected Results:  
Normal scroll bars.
