ALEPH appears to be a commonly used web server for library catalog searches. It only supports document.all and document.layers -- any other browser is subjected to a horrible (possibly infinite) series of javascript alerts. http://www.google.com/search?q=ALEPH+library+search reveals that there are possibly thousands of libraries running ALEPH.
The first couple pages of Google do not reveal who created/maintains Aleph.

Google Groups wins the day. As of May 2002, ExLibris said that 560 customers use ALEPH. Several contact addresses are listed at http://www.exlibris-usa.com/contact.html
