Steps to reproduce
- Have a Collapsed Tab group.
- Grab a free tab and hover it over a tab Group Label.
Expected result
The Tab Group should expand and the user should be able to place the Tab anywhere.
Actual result
- Hovering over a Tab group with a free tab for more than a few seconds does not expand the Tab group.

I'd like to suggest a modification to the OP: that it should be possible to drag a tab(s) into a collapsed tab group, without expanding the group.
This would entail allowing drag-and-drop onto the collapsed group but also drag-and-hover-then-drop to expand the group then position the tab(s) within the group.
