These New Tab modules live under browser/components/newtab, but are used by enough things outside of that folder that it's probably worth moving them out to a shared module location outside of browser/components/newtab, or to merge their functionality with modules that are already shared.

• ShortURL could be merged into NewTabUtils
• SearchShortcuts could move into toolkit/search, with the Search team’s permission.
