1937178 - Move ShortURL.sys.mjs and SearchShortcuts.sys.mjs functionality out to new or existing shared modules

These New Tab modules live under browser/components/newtab, but are used by enough things outside of that folder that it's probably worth moving them out to a shared module location outside of browser/components/newtab, or to merge their functionality with modules that are already shared.

Some options here:

• ShortURL could be merged into NewTabUtils
• SearchShortcuts could move into toolkit/search, with the Search team’s permission.
