simplify how we do the browser start page pref in pref-navigator.js and
pref-navigator.xul

once bug #193416 is fixed, we could do it how mailnews does it, which requires
less js.
No longer depends on: 193416
see pref-mailnews.js and pref-mailnews.xul for how mailnews does the start page.
