On http://water.usgs.gov/nrp/gwsoftware/modflow2000/modflow2000.html, if you
click on the link for mf2k1_10.tar.Z, the file will not be downloaded. The
download manager incorrectly reports that the file has already been downloaded.
Reproducible: Always
Steps to Reproduce:
1. Go to http://water.usgs.gov/nrp/gwsoftware/modflow2000/modflow2000.html
2. Click on mf2k1_10.tar.Z to try and download it or right-click and select
"Save Link Target As...".
Actual Results:
The download manager appeared and the file was reported as already having been
downloaded.
Expected Results:
The file should have been downloaded.
