The new autoplay blocked indicator is unclear/ambiguous compared to the previous design and blends in with the tab title text, see picture for comparison. Unless directly hovered over there is no affordance to indicate that it is interactable. Novice users may not know why video in their newly opened tab isn't playing.

Checking with UX on if we should add a surrounding circle to the svg. Previously, I believe it was part of the css when it was overlaying the favicon.
