Steps to reproduce

1. Make sure Scotch Bonnet is enabled.
2. Go to about:preferences#search and observe the available engines.

Expected result

• Actions is present in the Search Shortcuts panel.

Actual result

• Actions item is missing from the Search Shortcuts panel. Quick Action is instead listed above, in Address Bar — Firefox Suggest section, but it should also be displayed in Search Shortcuts table so that it can be easily disabled from USB dropdown.
