1939306 - Thunderbird has blocked remote content when using encrypted emails

Steps to reproduce:

I tried to open and view an encrypted email with 3rd party images linked in the contents.

Actual results:

Images were not displayed. Yellow banner was displayed at the top of the email stating "To protect privacy, Thunderbird has blocked remote content in this message."

This happened despite the fact that images and remote content are allowed in the settings. When sending the same content unencrypted, the images are not blocked and are displayed as expected.

With troubleshooting mode there is no difference in behavior. With the setting to allow remote content turned off (as is the default), the yellow banner is still displayed but without the preferences button to allow the remote content manually.

Expected results:

Images should have been displayed with the setting on, or the preferences button should have been available on the yellow banner with the setting off so I can manually select when to display remote content.

I have recently updated the flatpak when this issue started happening. Upon rolling back to a previous version, the issue disappeared, so this seems to be a regression or a bug introduced with one of the updates.

I have noticed that one of the "fixes" in the release notes for 128.4.3esr mentioned "Remote content notifications were broken with encrypted messages". This seems like a potential culprit to me, as the exact opposite is happening.
