Steps to reproduce [can add screenshots or video recordings for reference]:

1. Create a tab group in the tab strip
2. Collapse the group
3. Open the tab overflow menu and look at currently opened tabs section

Expected behavior [What should have happened?]:

The collapsed tab group should show in the list as a collapsed group, clicking on it will take the user to the tab group in the tab strip and expand it

Actual behavior [What actually happened?]:

Shows the tab group in expanded state even though it's in a collapsed state in the tab strip
