Scrolling with mouse wheel works only when pointer placed over text or outside
of document. If pointer set on blank space inside document scrolling don't work.
I use Genius Net Mouse.

Reproducible: Always

Steps to Reproduce:
1. Load any URL
2. Select Print Preview
3. Try scroll document after placing mouse pointer on blank place inside document

Actual Results:  
Document does't scroll.


In main browser window scrolling works right in any document part.
